NIS HV input was disabled in order to safe the instrument.  The cause is
under investigation.

  The NIS was reset at 19:29 UT with no change in its status flags (except
to clear the error).
  A CDS reboot was then performed starting at 19:36 UT.  During the mode 
transition from STANDBY mode to READY_BOTH, the NIS HV input was enabled.
HV current draw was initially erratic, but then settled down to nominal
levels.  Reboot procedures were completed at 20:57 UT.
  NIS HV input remained enabled until 04:05 UT on DOY 201.  At this point
the HV input was disabled and a GIS-Only plan was loaded.  This GIS-Only
plan will start at 05:00 UT DOY 201.

non-time-tagged studies.  This was done to save space in the DCS and allow 2
days worth of plan to be loaded.  The new start time for these studies is
expected to be 12:18 UT.
