set at 1/10 sec., CDS was in SNOOZE mode longer than expected.  As a result
at 17:20 UT, CTM 24 toggled Yellow Low for 20 minutes.  The science plan was
modified because of a gap in contact from 17:00 - 19:40 UT, to start at
20:30 UT.  CDS nominal.
CDS GROUND SYSTEM:
  The IWS command rate was changed from 1/10 sec. to 1/3 sec. for commanding 
on DSN-16 (currently reported OK for commanding).
